The Facts About Sonrise in the Woods

"We love our community. We pray for our community. And we want to be a blessing to our community." Pastor Rod Akins

A Place of Love and Laughter
A Place of Beauty
A Place of Peace

Church of the Woods has a long tradition of caring about people who live, work and play in the San Bernardino Mountain communities. This building project is a natural, physical demonstration of our desire to minister to the church family as well as the community at large...physically as well as spiritually.

A place for families, neighbors and friends to gather together in a serene environment that inspires spiritual growth and encourages Christian values.

A Special Place
No one relocates to the mountains without giving serious consideration to the conveniences that they will be leaving behind in the more developed cities and suburbs - shopping malls, convenience stores, and fast food restaurants, to name a few. But most of us choose to make our home in the mountains because of the positive effect that doing so has on our families, our lives and our faith.

Church of the Woods offers three Sunday morning services as well as activities and events almost every day of the week. Still, we find that there remains a gap in suitable facilities for hosting family-friendly recreational and cultural activities on the hill. Through the years, community members have expressed their desire for recreational amenities, playgrounds, picnic areas, a youth center, meeting facilities and adequate parking.

Since one of the most effective ways to reach people with the message of Jesus Christ is through real and relevant acts of service, we want to be actively involved in our community, building authentic relationships and showing the love of God in word and deed.

Our new campus will be a visible expression of our love for people! We want to partner with other churches and organizations to help meet critical needs for our youth, our children, our families and our community.

Site Specifics
Sonrise on the Mountain will be a multi-use area in Rim Forest, just west of Daley Canyon Road. Our plan includes space not just for Church of the Woods' community members but for anyone who wants to enjoy a safe place for recreation and fellowship.

We want Sonrise on the Mountain to be a community destination. To that end, countless hours went into developing this plan. We want the facility to be a place where everyone feels welcome, where friends and neighbors can get together to enjoy one another's company, and where God's love will be felt in a beautiful, comfortable environment.

FACTS about Sonrise in the Woods
There is a misconception regarding construction of the traffic signals that are recommended as part of the mitigation measures for the cumulative impacts resulting from Church of the Woods project. It is being said that once the Church is built, 11 new traffic signals will be constructed in the area. This is not true.

The County of San Bernardino Traffic Impact Analysis (TIA) guidelines require mitigation measures to be recommended for intersections that operate at unsatisfactory levels of service. In traffic parlance, unsatisfactory level of service means that an intersection has delays that are considered excessive by the jurisdiction that operates the facility.
County of San Bernardino uses LOS C as the threshold of acceptability, which means that if the delay at an un-signalized intersection is more than 25 seconds, or the delay at a signalized intersection is more than 35 seconds, it is considered unacceptable. Caltrans uses the Transition between LOS C and D as the threshold of acceptability, which means that if the delay is more than 45 seconds, it is considered unacceptable.

In the Church of the Woods TIA, mitigation measures have been recommended at all intersections forecast to operate at unsatisfactory level of service. Under opening year conditions (2013) the traffic impact analysis recommends signals at eight intersections. Of these, four intersections would operate at unsatisfactory conditions without the project, and, signals are likely to be required even if the project were not to be constructed, or the traffic delay at these locations would exceed the thresholds.
In addition, due to the proximity of the intersections of Lake Gregory Drive/SR-18 and Lake Gregory Drive/SR-189, these two intersections should be operated as a synchronized system, as should the intersections of Daley Canyon Road/SR-18 and Daley Canyon Access Road/SR-18.
Therefore, it can be said that even if the project were not constructed, to maintain satisfactory traffic operations at study intersections in year 2013, six intersections would require traffic signals. Due to additional traffic generated by the project, two additional signals are recommended at the intersections of Project Access/SR-18 and Bear Springs Road/SR-18.

In the year 2030, traffic signals are recommended at 10 (not 11) locations. With the exception of the Project Access/SR-18, all intersections also operate at unsatisfactory levels of service under without project conditions; traffic signals are likely to be required even if the project is not built. So, under 2030 conditions, the project creates the need of one additional signal at the project driveway.

The TIA states that in year 2030, ten signals will be required in the area. The project will construct the signal at the project driveway on SR-18. At other locations, since the project is only one of several past, present and future projects that that creates the need for the signal, the project will contribute funds towards future roadway improvements, whereupon the signals will be constructed when the County of San Bernardino determines that the necessary thresholds for those signals have been triggered.

Forecast traffic volumes and recommendations included in the TIA assist the jurisdiction to identify system improvements for the future so that they can be programmed into the planning and budgeting of transportation improvements. Since the TIA evaluated weekend conditions (because the weekday trip generation for churches generally and for the Church of the Woods specifically is minimal), the traffic signals are recommended based on one hour of traffic during the weekend.
